Does a new roof in Utica have to meet the state energy code?
Only sometimes, and the test is specific. The 2025 Energy Conservation Construction Code of New York State, in force since 31 December 2025, attaches the current envelope requirements to a roof replacement where the assembly already includes insulation entirely above the roof deck. Oneida County is Climate Zone 5A, so that assembly has to reach R-33ci, which is roughly five and a half inches of polyiso. If your insulation is at the attic floor instead, nothing is triggered.
Are roofing contractors licensed in Oneida County or the City of Utica?
No. New York State does not issue a home improvement contractor license at all, and the counties and cities that do run their own schemes are downstate plus Buffalo, not Oneida County. The City of Utica licenses plumbers and electricians through its Codes Department, but not roofers. What you should actually verify is a current certificate of liability insurance, workers' compensation coverage, and that the contractor is pulling a permit in your name.
